The Orland Unified School District English Learner (EL) program provides services to English learners to:
- ensure that they acquire English-language proficiency
- recoup any academic deficits that may have been incurred while learning English
- promote cross-cultural understanding, and
- provide equal access to the core curriculum provided for all students
