The district has established the following process and timelines for accepting inter-district transfers for students living within district attendance boundaries wanting to attend a school outside of Orland Unified School District and students living outside of district boundaries wishing to attend Orland Unified schools.

Beginning December 1 through February 15 of the preceding school year, the district will begin accepting inter-district transfer requests.

For any requests for transfer received 15 or fewer calendar days prior to the start of instruction in the school year in which the transfer is requested (the “current” year), the district will notify parent/guardian of its final decision within 30 calendar days of receiving the request. The student shall attend their school of residence until a determination is made.

For any requests that are received 16 calendar days or more prior to the start of instruction in the school year in which the transfer is requested (the “current” year), the district will notify parent/guardian of its final decision within 14 calendar days after the start of instruction in that school year. The student shall attend their school of residence until a determination is made.

Parent/Guardian failure to meet the district’s established timelines will be deemed an abandonment of the transfer request.

Transfers INTO Orland Unified School District

Students will be admitted into the district through an unbiased process that does not consider the student’s academic or athletic performance or any other individual characteristic of the student. If the number of students requesting transfers into the district exceeds available space available in district programs, the transfer requests will be approved by random drawing held during a regularly scheduled board meeting as part of the public hearing.

The Superintendent or designee will notify the student’s parent/guardian and the district of residence or district of transfer, in writing, whether or not the application has been provisionally accepted, rejected or if the student is on a waiting list.

The district gives enrollment priority to the following students:

First priority is given to siblings of students already in attendance in the district
Second priority is given to students eligible for free or reduced-price meals.
Third priority is given to children of military personnel

Transfers into the district will be denied if the district does not have the capacity to enroll the student. If the application is denied, the Superintendent or designee will notify the parent/guardian that the number of students requesting transfer exceeded the district’s capacity and that the student was not selected during the random drawing. Parents/guardians have the right to appeal the denial within 30 calendar days to the Glenn County Board of Education. Final acceptance of transfer is applicable for one school year and shall be renewed automatically each year.

Transfers OUT of Orland Unified School District

Transfers out of the district may be denied due to any of the following circumstances:

The number of students transferring out of the district exceeds 3% of the current year average daily attendance
The district has a negative status on the most recent budget certification by the Glenn County Superintendent of Schools and additional transfers would negatively impact the district’s fiscal stability
Additional transfers out of the district would negatively impact any court-ordered desegregation plan or racial and ethnic balance, consistent with the provisions of Proposition 209 (1996).

Inter-District Transfer out of OUSD Request Process

Parent/Guardian completes the attached form
Completed form is taken to the school of attendance based on the grade of the student requesting transfer. For the initial request to transfer, a meeting is scheduled with the Site Administrator.
Once the form is signed by the Site Administrator, parent/guardian takes the form to the district office for Superintendent approval.
If approved, the Superintendent or designee sends the approved transfer to the district of proposed enrollment and a copy to the parent. If denied, the parent will be notified in writing.
Inter-District forms need to be completed annually. Annual renewal does not require Site Administrator signature.

A student’s inter-district transfer will not be revoked in grade 11 or 12, or after June 30 following completion of the student’s 10th grade year.

El distrito ha establecido el siguiente proceso y plazos para aceptar transferencias entre distritos para estudiantes que viven dentro de los límites de asistencia del distrito que desean asistir a una escuela fuera del Distrito Escolar Unificado de Orland y estudiantes que viven fuera de los límites del distrito que desean asistir a las Escuelas Unificadas de Orland.

Desde el 1 de diciembre hasta el 15 de febrero del año escolar anterior, el distrito comenzará a aceptar solicitudes de transferencia entre distritos.

Para cualquier solicitud de transferencia recibida 15 o menos días calendario antes del inicio de la instrucción en el año escolar en el que se solicita la transferencia (el año "actual"), el distrito notificará al padre / tutor de su decisión final dentro de los 30 días calendario de recibir la solicitud. El estudiante deberá asistir a su escuela de residencia hasta que se tome una determinación.

Para cualquier solicitud que se reciba 16 días calendario o más antes del inicio de la instrucción en el año escolar en el que se solicita la transferencia (el año "actual"), el distrito notificará al padre / tutor de su decisión final dentro de los 14 días calendario después del inicio de la instrucción en ese año escolar. El estudiante deberá asistir a su escuela de residencia hasta que se tome una determinación.

El hecho de que el padre / tutor no cumpla con los plazos establecidos por el distrito se considerará un abandono de la solicitud de transferencia.

Transferencias AL Distrito Escolar Unificado de Orland

Los estudiantes serán admitidos en el distrito a través de un proceso imparcial que no considera el rendimiento académico o atlético del estudiante ni ninguna otra característica individual del estudiante. Si el número de estudiantes que solicitan transferencias al distrito excede el espacio disponible en los programas del distrito, las solicitudes de transferencia se aprobarán mediante un sorteo al azar que se llevará a cabo durante una reunión de la junta programada regularmente como parte de la audiencia pública.

El Superintendente o su designado notificará al padre / tutor del estudiante y al distrito de residencia o distrito de transferencia, por escrito, si la solicitud ha sido aceptada provisionalmente, rechazada o si el estudiante está en una lista de espera.

El distrito da prioridad de inscripción a los siguientes estudiantes:

Se da la primera prioridad a los hermanos de los estudiantes que ya asisten al distrito.
Se les da segunda prioridad a los estudiantes elegibles para recibir comidas gratis o a precio reducido.
Se da la tercera prioridad a los hijos del personal militar.

Las transferencias al distrito se negarán si el distrito no tiene la capacidad para inscribir al estudiante. Si se rechaza la solicitud, el superintendente o su designado notificará al padre / tutor que el número de estudiantes que solicitaron la transferencia excedió la capacidad del distrito y que el estudiante no fue seleccionado durante el sorteo al azar. Los padres / tutores tienen derecho a apelar la denegación dentro de los 30 días calendario ante la Junta de Educación del Condado de Glenn. La aceptación final de la transferencia es aplicable por un año escolar y se renovará automáticamente cada año.

Transferencias FUERA del Distrito Escolar Unificado de Orland

Las transferencias fuera del distrito pueden ser denegadas debido a cualquiera de las siguientes circunstancias:

El número de estudiantes que se transfieren fuera del distrito excede el 3% del promedio de asistencia diaria del año actual.
El distrito tiene un estado negativo en la certificación presupuestaria más reciente del Superintendente de Escuelas del Condado de Glenn y las transferencias adicionales afectarían negativamente la estabilidad fiscal del distrito.
Las transferencias adicionales fuera del distrito afectarían negativamente cualquier plan de eliminación de la segregación ordenado por la corte o el equilibrio racial y étnico, de conformidad con las disposiciones de la Proposición 209 (1996).

Transferencia entre distritos fuera del proceso de solicitud de OUSD

El padre / tutor completa la forma adjunta
El formulario completo se lleva a la escuela de asistencia según el grado del estudiante que solicita la transferencia. Para la solicitud inicial de transferencia, se programa una reunión con el administrador del sitio.
Una vez que el administrador del sitio firma la forma, el padre / tutor lo lleva a la oficina del distrito para que el superintendente lo apruebe.
Si se aprueba, el superintendente o su designado envía la transferencia aprobada al distrito de inscripción propuesta y una copia a los padres. Si se niega, se notificará a los padres por escrito.
Las formas de transferencia entre distritos deben completarse anualmente. La renovación anual no requiere la firma del administrador del sitio.

La transferencia entre distritos de un estudiante no será revocada en el grado 11 o 12, o después del 30 de junio después de completar el año del décimo grado del estudiante.
